Job Description amp; Responsibilities

• Project Management Governance

1. Establish the PMG role and operating model

2. Set standards for project management capabilities, certifications and qualifications for Project Managers, success measurement criteria, methodologies, tools to be used, etc.

3. Nurture project management practitioners and share knowledge of industry best practices.

• Project Management Team Leadership

1. Lead and coach the project management governance team.

2. Establish the PMG organization structure, hiring and managing staffing requirements

3. Oversee the delegation of work to Project Managers and Subject Matter experts

4. Set annual performance targets for individuals and the team and conduct performance reviews.

• Projects Monitoring amp; Reporting

• Summarize and report overall program status progress

• Manage the issues, risks and dependencies, required to articulate mitigations, resolutions plans and drive path forward for high-level work items and work with service delivery leaders to take corrective action as needed

• Oversee Project Managers for the delivery of projects/programs on time, within the scope and on budget

• Contribute to the development of strategic frameworks for Information and Communication Technology services; develops strategic directions and alternative service delivery options; develops business and operational plans

• Participate in the development of operating and capital budgets; conduct strategic, risk and/or contingency planning analyses and prepare budget forecasts for ongoing support and renewal and for major projects; identify and choose the most cost-effective solutions that will meet overall service objectives

• Research, design, plan and initiate new or enhanced ICT services; identify/solicit and evaluate business requirements, or respond to client requests; and manage the information architectural design

Requirements

Job specification:

• 5+ years of managerial experience

• 15+ years if project management experience in IT industry

• Expert-level knowledge of project and change management, associated methodologies, techniques, processes and approaches (Project and Portfolio Management Methodology PPM)

• Display strategic thinking capabilities, with abilities to juggle multiple goals and deadlines in the context of the big picture

• Team Leadership amp; Development: Ability to mentor, coach and effectively transfer expertise to others

• Facilitation, Negotiation amp; Problem Resolution Skills: Ability to build a strong network and relationships at executive levels with technology and solutions, customers and vendor groups. Ability to identify problems and be effective in problem resolution.

• Ability to make a strategic recommendation to enhance the success of the projects and report to senior management on progress and development of projects with a clear indication of issues risks mitigation and dependencies.

• Resilience and resourcefulness

• Budgeting management skills

• Good command of written and spoken English and Chinese

Educational Qualifications:

Degree in Business, Information Technology or equivalent
